I've always thought that the well-coiffed narrator in this "Report on the Effects of Radiation Fallout "(included in Peter Kuran's documentary Trinity and Beyond) perfectly encapsulates the attitude of the military establishment about the the known fallout hazard:
"The development of our nuclear power has been an absolutely necessary protection against the development of the Communist threat. In this view, the few casualties, if any, must be seen as those of unidentified soldiers in a war in the service of humanity..."
In that light, read the statement of Brzezinski (the President's National Security Advisor at that time) regarding the US support of Islamism in Afghanistan since 1979 (the same year the Islamic revolution happened in neighboring Iran):
"Q: And neither do you regret having supported the Islamic [integrisme], having given arms and advice to future terrorists?
Brzezinski: What is most important to the history of the world? The Taliban or the collapse of the Soviet empire? Some stirred-up Moslems or the liberation of Central Europe and the end of the cold war?"
