Don't know about Adobe Air, but Java Web Start was bloated, slow, ugly, with a complicated API and poor security. Perhaps this new attempt would simply have a better implementation.
Currently the most common development approach is to develop a web app, then later an iOS and Android app. So there must be a deficiency with web apps if so many companies develop a native app even when they have already developed a web app. If Android apps also ran on Windows, Mac and iOS then they would most likely dominate web apps.
