The BBC has released this library, years ago, and the sound effects are available on terms quite similar to those of other sound effects library companies, which are not "libre", and which are augmented by some non-commercial non-endorsement requirements legally imposed upon the BBC by its Royal Charter.
Hacker News guidelines would have the title be that of the page, which is simply "BBC Sound Effects - Research & Education Space". It's HappyMag making the "clickbait" claims, not actually the BBC page.
