The OP seems to state that he negotiates with all people in the same manner, but the women are less likely to fight for themselves. What kind of solution do you suggest to combat this symptom of structural sexism? Should HR managers negotiate easier with women? Offer a higher starting point for negotiation?
It's a genuine question and interested in what people would see as a fair way to combat these kind of systematic biases toward women. I think there should be a way to combat these effects of society, but I certainly can't come up with a solution to this problem that seems fair to all parties involved.
