Since you can never be 100.0% sure about anything, the Precautionary Principal always results in deciding not to do something. This is why people only apply it to things they don't want to do.

You can also never be 100 percent sure that not doing something is safe, so the "hard" form of the Precautionary Principal is simply obvious stupid garbage.
